Community Economic Development in Winnipeg

John Loxely, Department of Economics, University of Manitoba has allowed us to post this paper The State of Community Economic Development in Winnipeg.

"The main purpose of this paper is to reflect a little on the nature of the momentum in the
CD/CED movement in Winnipeg and on what lies behind it. I will also suggest some of the
measures that might be needed to maintain and strengthen that momentum."
